CCS Changes — What You Need to Know

With the big announcements from the budget not coming in until July 2022, we’ll have to make do with these minor adjustments for now.

Here’s what you need to know about the CCS changes coming in from June & July.

Event Management

From June 5th 2021, the introduction of an Event Management tool will retrieve event records from the CCS system.

But what does this mean?

Events will be identified by the Event Management API — a fancy word we software providers use for a tool that allows one system (CCS) to communicate with another system (OWNA).

Through this tool, CCS can identify two kinds of events: local emergencies & special purpose absences.

For local emergencies, the DESE will identify an emergency (such as bushfires or floods) that will likely affect families and ECEC services in the area. By communicating to OWNA’s software, additional absences can be given due to the circumstances — if CCS deems that the case.

The same goes for special purpose absences, although in this instance, the circumstance must meet the requirements of the CCS Minister’s Rules 2017 to be allowed additional absences.

An example of this in use is the 45 additional absences that services in Victoria are allowed in the 20/21 Financial Year, due to COVID lockdowns in the state.

Provider Eligible Arrangements

From July 1st 2021, there will be changes to ACCS (child wellbeing).

When a parent or carer can’t be identified, ECEC services can put the child in a Provider Eligible Arrangement (PEA).

Under PEA, children in foster care can be enrolled for up to 13wks under ACCS whilst the carer is being assessed for CCS.

Service providers are encouraged to enter into CWAs before the 13-week period ends.

What does this mean for you?

Whilst the deadline for software providers to bring in these features is December 5th, OWNA has already built the Provider Eligible Arrangements and is waiting for it to become active. We are also working to get the event management API installed ASAP.
